The Eastern Solent Coastal Partnership (ESCP) formed an alliance in 2012 to deliver a combined, efficient and comprehensive coastal management service across the coastlines of four Local Authorities of Fareham Borough Council, Gosport Borough Council. Havant Borough Council and Portsmouth City Council.

The innovative initiative was driven forward by a need for coastal management that recognises coastal flooding and erosion risk impacts are not exclusive to Local Authority boundaries.

Havant Borough Council does not have its own stock of council housing, or social housing as it is more commonly referred to. In partnership, Havant Borough Council, East Hampshire District Council, Test Valley Borough Council, Eastleigh Borough Council and Winchester City Council manage a choice-based letting scheme for allocating rented social housing. This is known as Hampshire Home Choice.

Havant Borough Council operates an alternate weekly kerbside recycling and refuse collection service from wheeled bins. This means that ordinary refuse is collected one week and then recycling is collected the next week.

The Electoral Services Office of the council prepares and publishes the Register of Electors which shows the names and addresses of all those who are entitled to vote at elections. You cannot vote if you are not registered on the Electoral Register
